Flora Seff
From 1980 through the present, Flora has been an Assistant State
Attorney in the Miami-Dade State Attorney's Office. Flora started
her career as a prosecutor in the newly formed Mental Health Division
where she handled Baker Act hearings, administrative hearings
at the Florida State mental hospital, and assisted lawyers who
were handling cases involving insanity and incompetency issues.
She left this position to work in the Juvenile Division for a
year and was then promoted to the Felony Division where she became
a Division Chief in 1982. In 1989 Flora was promoted to the Major
Crimes Division and began prosecuting capital cases. She is now
a Senior Trial Counsel in the State Attorney's Office.
Ms. Seff was awarded Law Enforcement Officer of the year in
1995 by the United States Marshal Service for her work on a
six-year investigation. She judges several local moot court
competitions each year and serves as a judge at the National
District Attorney's National Advocacy Center in Columbia, South
Carolina. She has done numerous training sessions for new Assistant
State Attorneys and in 2005 planned and moderated a seminar
on Professionalism for the entire State Attorney's Office.
Ms. Seff is a member of Dade County Bar Association where she
serves as Vice-Chair of the Criminal Law Committee and a member
of the Professionalism Committee; a member of Cuban American
Bar Association where she participates in the mentoring program
with two law school students; the Wilkie J. Ferguson, Jr. Bar
Association; Florida Association of Women Lawyers and the Florida
Bar. Ms. Seff is active in our community where she serves as
a project coordinator with Hands on Miami and plans and participates
in a monthly project with the children at a Children's Home
Society shelter. She is also a member of the United Way Women's
Leadership Group.

Barbara
Jean Throne
BJ started her legal career as a Legal Advisor with
the Miami-Dade Police Department Legal Bureau . She was then hired
by the U.S. Attorneys Office, Southern District of Florida, in
1988. As a federal prosecutor, BJ has served in the USAO General
Civil Division, the Asset Forfeiture Division, and the Criminal
Division . She prosecuted domestic and international cases involving
environmental crimes, child pornography, narcotics, firearms,
money laundering, maritime hijacking, Hobbs Act, alien smuggling,
and wildlife violations . She also defended medical malpractice,
regulatory, and FTCA claims against the government . BJ was primarily
responsible for the Florida Keys and mainland Monroe County from
1997-2003, but she has prosecuted cases in Miami, Fort Lauderdale,
West Palm Beach, and Ft. Pierce USAO offices. BJ is a member of
the Florida Bar, the Federal Bar, the Monroe County Bar Association,
the Upper Keys Bar Association, and Florida Association of Women
Lawyers. She is also a member of the Historical Museum of Southern
Florida and of Fairchild Tropical Gardens. She graduated received
both her BBA and Juris Doctor from the University of Miami.

Jarrett
Wolf
From 1994 through 2002, Jarrett Wolf was an Assistant
State Attorney in Miami, Florida, where he co-founded the State
Attorney’s Gang Prosecution Unit and managed the complex
litigation of long-term, multiple codefendant cases involving
murder and attempted murder, armed robbery, drug trafficking,
and domestic terrorism. He prosecuted many of Miami’s most
hardcore gang members and tried more than 30 jury trials to verdict.
Following the 9/11 terrorist attacks, Jarrett helped develop the
Investigations and Intelligence Subcommittee of the Regional Domestic
Security Task Force, reviewed and compiled all Florida law relevant
to the investigation and prosecution of terrorism, and prepared
necessary legislative revisions. Jarrett has been a frequent speaker
at national conferences, where he has lectured on trial skills,
litigation strategies, specialized investigations, and violent
organized crime. As a consultant, he has advised prosecutors and
law enforcement on the litigation of high profile gang cases in
several states as well as the military. In 2002, Jarrett resigned
from the State Attorney’s Office to accept a position with
another agency. He is a member of the Florida Bar and the Cuban
American Bar Association. He was awarded a Juris Doctor from the
University of Miami, School of Law, in 1994; and a Bachelor of
Science from the University of Florida, in 1991.
